Lawsuit calls for appropriate special services in Wisconsin county

Milwaukee County, Wis., agreed 15 years ago that psychiatric incarceration was not the proper treatment for people with developmental and physical disabilities, but a new lawsuit alleges that more than 3,000 people with disabilities have not been provided the proper therapy. Officials counter that they are about to implement a plan to eliminate the backlog of people awaiting services.
