Opening Los Angeles schools to real reform by letting go of traditional systems is the right step, writes Los Angeles Mayor Antonio R. Villaraigosa in an opinion piece. The city's Board of Education is considering a measure that would allow -- with extensive oversight -- organizations such as charter-school groups and teacher collaboratives to compete to operate new campuses in 2010.
