States plot strategy to receive Race to the Top funds

Now that the criteria have been revealed, states are working to secure some of the $4.35 billion in federal Race to the Top stimulus funds for education. They have three months to come up with comprehensive reform packages to compete for the first phase of grants. Grants will be awarded based on schools' willingness to do what works, regardless of politics, ideology or the wishes of interest groups, President Barack Obama has said.
