Basel Committee adds details to proposed capital and liquidity rules

The Basel Committee on Banking Supervision decided that certain assets, such as minority stakes in financial companies, would be allowed to be considered capital under a proposal to change capital and liquidity rules. At the same time, the committee proposed a leverage ratio that would apply to banks globally. That ratio could become binding by 2018. "The banks aren't off the hook from tighter capital and liquidity rules," said Frederick Cannon of Keefe, Bruyette & Woods.
