Duncan: 18 states, D.C. still in Race to the Top

Eighteen states and Washington, D.C., are still in the running for $3.4 billion in education funding in the second round of the federal Race to the Top grant competition. Education Secretary Arne Duncan said the federal program had launched a "quiet revolution" of education reform nationwide. The finalists include Colorado, where officials have pledged to use part of $4.1 million -- of a total of $175 million requested -- to develop more effective educators to increase the number of National Board Certified Teachers.
