Ga. delays payment of special-needs scholarships to private schools

Georgia is delaying payments of scholarships until Nov. 29 for students with special needs who attend private schools. Critics say the move may be burdensome for many families, who have to pay the tuition up front, and for schools that will provide months of services before receiving compensation. Others fear it will cause some schools to leave the program and prevent students from attending the schools of their choice. State officials say they made the change after an evaluation of the voucher program.
