Draft of Medicare regulations governing drugs unveiled amid some doubts

A draft of planned changes in Medicare regulations governing prescription-drug coverage reflects a concern over employers abusing rules designed to encourage them to continue providing coverage while acknowledging that forcing them to do so will be legally difficult. Other rules in the draft released by the Department of Health and Human Services are designed to govern the outpatient prescription-drug bill set to take effect for Medicare participants in 2006.
