How San Fran's concrete, soft-story buildings fare in quakes

San Francisco's concrete structures may crumble under the stress caused by an earthquake, but engineers are more concerned about wood-framed soft-story structures in the city. While retrofitting soft-story buildings is relatively easy and inexpensive, the process of doing so for concrete buildings is labor-intensive and costly.
