Florida homeowners can override HOAs with water-wise plants

A new Florida law allows homeowners with water-wise landscaping to override the guidelines of homeowner associations. "Before, people would make the argument again and again they couldn't get rid of their St. Augustine grass become of their homeowner association," said Steve Kintner, a water-use expert for Volusia County. Port Orange homeowner Peter Harraka embraced the change and landscaped his front yard with native plants, mulch and a fountain.
