Excess rain means more mowing for Texas town

High weeds and grass because of rain in Victoria, Texas, have forced the city to add another mowing cycle for drainage systems, creeks and other public areas. The city is reminding residents that areas between privacy fences and the streets are the property owner's responsibility, which is important to keep taxes low, one city official says.
