Rule making is not a forum for more debate, SEC's Schapiro says

Securities and Exchange Commission Chairman Mary Schapiro told a business gathering that the process of writing rules for the regulatory overhaul will be open, with public comments welcome even before the regulator drafts proposals. Schapiro said people shouldn't try to use the rule-making process to compromise the law. "The regulatory process is not designed to re-debate issues that Congress has resolved," she said.
