Pa. city struggles with debt after the suspension of a bond requirement for an incinerator

Harrisburg, Pa., is struggling to recover from a financial crisis stemming from a project to update its garbage incinerator. The project's contractor, which initially promised to finish the project for tens of millions of dollars less than its competition, ran into several snags, and no performance bond was in place to take the strain off the city. Officials say the company couldn't qualify for such a bond and that they weren't informed of that fact.
