Colo. city council prepares downtown-development plan

The Boulder, Colo., City Council is set to discuss and approve in early September a master plan to develop downtown during the next decade. The plan, drawn from more than 5,000 ideas submitted through forums and contests, includes natural open space, a performing-arts center and a larger library, with a cafe. The plan is designed to be flexible, with guidelines for future building.
