Analysis: Climate bill doesn't favor states such as California

States such as California that have already made significant progress in using clean fuels would receive fewer carbon credits on a per-capita basis than those heavily dependent on greenhouse-gas-emitting fuels under the proposed climate legislation, according to an analysis. The only benefits states that have taken green measures would see would be cheaper compliance costs, according to the analysis.
