Federal regulators will craft hundreds of new rules under the Dodd-Frank Wall Street Reform and Consumer Protection Act, which could reshape the emerging commercial mortgage-backed securities market. That prospect has many worried about the end result. "Hopefully, we can quickly get to reasonable rules that will let the private market recover," says Ed Padilla, CEO of NorthMarq Capital. "Uncertainty is the enemy, and this process slows everyone down."
