The Senate is expected to vote within the next 10 days on legislation that would dangle an $8,000 carrot in front of homeowners considering energy-efficiency retrofits. The bill would offer rebates of $1,500 per measure for fixes such as installing efficient heating systems or sealing ducts, capped at $8,000 for a whole-home retrofit that can prove through an audit that it has halved the building's energy use.
