Health insurance exchanges may be leading to lower premiums

Data suggest that the health insurance exchanges enacted as part of the Affordable Care Act may be helping reduce premiums in some jurisdictions. In the District of Columbia, for example, several providers that offer coverage for small firms have lowered their rates. Similar progress has been made in 11 states, according to research from the Department of Health and Human Services.
