Bush Submits Pollution Plan To Congress

The President yesterday said his "Clear Skies" plan would eliminate 35 million more tons of toxins than the Clear Air Act. The proposal would create emission caps and mercury controls for power plants. Utilities would most likely be able to buy credits if they failed to meet the new rules, a report says.
