Proposals for the new Andean Trade Preferences Act would slap tuna producers with heavy taxes if companies in Ecuador don't switch to packaging tuna in pouches instead of cans, reports say. Under the proposed measure, only Ecuadorian tuna company Empesec would be exempt from the tariffs imposed by the U.S. because its products currently are packaged in pouches.
