CFTC should set "speculative position limit," JPMorgan exec says

In a hearing before the U.S. Commodity Futures Trading Commission, Blythe Masters, head of global commodities at JPMorgan Chase, said the bank supported position limits on and off exchanges. However, Masters said exemptions for swap dealers should be maintained. "It makes sense to impose position limits across all markets, both over-the-counter and exchange-based," said Masters, adding that "exemptions [should be] maintained for those who act as aggregators."
