Chevron, environmentalists are at impasse over refinery work

Chevron and environmental groups in the San Francisco Bay Area are at an impasse over a planned upgrade of a 1930s-era refinery that still uses steam boilers. Chevron wants to resume negotiations with an eye toward reaching a compromise that would allow the work at the Richmond, Calif., facility to proceed. But Michael Coyle, general manager of the refinery, said: "Sometimes in mediation, you have to break off and consider where you're at."
