Pa. budget delay threatens continuity of early-learning programs

Early-intervention programs funded largely by the state of Pennsylvania are threatened by delays in approval of a state budget. In Susquehanna Township, an early-intervention program could be disrupted. "Even when we have short breaks in our program, we have kids who lose a skill," said a program supervisor. Pennsylvania has 11,800 children receiving early-learning help.
