Senate Republicans fend off Obama's plan to boost small businesses

U.S. President Barack Obama's $30 billion proposal to help local banks loan more to small businesses was kept from a final vote in the Senate by Republicans. Democrats were unable to come up with 60 votes needed to bring the matter to the floor. The measure includes about $12 billion in tax cuts for small businesses.
