Senate Republicans fend off Obama's plan to boost small businesses

President Barack Obama's $30 billion proposal to help local banks loan more to small businesses was kept from a final vote in the Senate by Republicans, who said the Democrats were blocking their amendments. Democrats were unable to come up with 60 votes needed to bring the matter to the floor. The measure includes about $12 billion in tax cuts for small businesses.
