Colo. city sets even tougher emissions goals

Boulder, Colo., is planning to end net carbon emissions by 2050, but the city is already failing to meet existing carbon-reduction targets. "Achieving existing climate goals in Boulder has not fared so well. Why would anyone think that these challenges will go away now?" asks Roger Pielke Jr., a science policy expert at the University of Colorado.
