N.Y. appeals court upholds decision to block NYC soda ban

A New York state appeals court upheld a lower court decision that New York City's ban on sales of sugar-sweetened beverages over 16 ounces in size is an illegal overreach of executive power that "violated the state principle of separation of powers." The city's corporation counsel, Michael Cardozo, said the city will appeal.
