Group proposes changes to address federal workforce issues

A report by the Professional Services Council offers 42 recommendations for federal acquisition changes aimed at delivering a system with greater "speed to outcome," developing contracting officers with a clear understanding of industry trends relating to service contracting, and curtailing "reverse auctions" as a procurement method. The report also calls for "a clearly defined career path for program management in the civilian agencies" in response to what it calls the federal workforce's "human capital crisis."
