Funds are spent while Seattle Viaduct awaits replacement

While officials decide on how to replace Seattle's deteriorating Alaskan Way Viaduct, the $2.8 billion budget allocated for the project is being spent. About $1.1 billion has been either spent or committed to several viaduct projects, and there is uncertainty about whether the remaining $1.7 billion will be enough to finish the job.
