Opinion: Taxing employers to pay for health care would hurt workers

A payroll tax for employers who do not provide health care insurance will penalize workers, according to a Wall Street Journal editorial. "Employers merely collect the tax and then pass along its costs in lower wages or benefits," the editorial board writes. In addition, small firms that already provide health insurance could still face the tax because they do not pay at least 72.5% of health insurance premiums for workers.
