Shovel-ready requirement thwarts repairs on unsafe bridges

Some states are spending stimulus funds on bridges that are already in good repair while thousands of others remain unsafe, according to a recent analysis by the Associated Press. The report found that half of the 2,476 bridges that will receive stimulus funds have passed inspections with high marks and would normally not qualify for federal money. Meanwhile, state officials say the requirement that funds go to "shovel-ready" projects makes it difficult to put the money into projects that need years of planning.
