Obama and congressional leaders reach deal to raise debt ceiling

President Barack Obama said congressional leaders agreed to a broad outline of a compromise to raise the debt limit and head off a default. Shortly before Obama's announcement, Senate Majority Leader Harry Reid, D-Nev., and Minority Leader Mitch McConnell, R-Ky., endorsed the plan. The deal calls for trillions of dollars in spending cuts over a decade.
