Mass. city council looks to ban parking app

The Boston City Council is considering an ordinance to ban an application that allows users to find public parking spaces for a fee. Haystack lets users exchange information on spaces, which Mayor Martin Walsh says amounts to selling public property. The ordinance would levy a fine of $250 for app usage.
