Giuliani health care plan would offer credit

Republican presidential candidate and former New York City Mayor Rudy Giuliani presented a consumer-oriented plan Tuesday for overhauling the country's health care system. Under the plan, families would get a $15,000 tax deduction to buy private health insurance, ending the long-standing practice of obtaining health insurance through employers.
