New Hampshire's 10-year highway plan has "overpromised" and has been haphazardly maintained as construction costs rose, prompting Transportation Commissioner Chuck O'Leary to call for a $1 billion cut. Taxes and tolls could be considered to make up for some of the shortfall. "There are projects that are local in nature; there are projects that are regional in nature. No one will be happy, which means I'm probably doing a good job," O'Leary said.
