Employer-mandate delay allows businesses to spend elsewhere

Many small-business owners who would have had to comply with the health care law's employer mandate next year say they plan to make other investments now that the provision has been delayed, according to a survey. About 24% say they intend to spend the money on equipment or facilities; other business owners say they will use the funds to hire staff or hand out raises. "We've made a couple of key hires with that money that we would have delayed until future years," said Monte Wood, who runs an event-management company in Oregon.
