N.Y. Gov. Cuomo leaves fate of casinos up to voters

New York Gov. Andrew Cuomo said voters will now decide whether to expand gambling in upstate New York. He signed legislation allowing up to four casinos in the region, but New Yorkers must vote to change the state's constitution to allow the plan to proceed. Cuomo says the changes would help boost the economy allow for better gambling management.
