President Barack Obama remains reluctant to send arms to Ukraine, according to lawmakers who met with the president this week. "There were a number of questions, and answers by the president discussing the options," said Senate Minority Whip John Cornyn, R-Texas. "But there was no real announcement in terms of changes in plans or strategies."
