The $140 million Avenir residential project in Boston appears to have hit an obstacle as Massachusetts lawmakers debate a new system to regulate construction in filled, landlocked tidelands, such as the one at the Avenir site. The state Senate has passed a bill to exempt such products from regulatory scrutiny, but the House has passed different legislation.
