Baltimore task force submits plan to crack down on animal cruelty

The Anti-Animal Abuse Task Force in Baltimore has submitted a plan to city officials to educate residents about dogfighting and other acts of animal cruelty. The plan also includes starting a program to spay and neuter pit bulls as well as launching an advertising campaign to encourage area residents to report abuse against cats and dogs.
