The plan to eliminate billions in tax incentives for oil and natural gas companies as part of a debt-reduction agreement faces challenges, some Democrats said. Republicans would position "hard-liners" on a bipartisan special panel assigned to tackle debt reduction, said Rep. Richard Neal, D-Mass. "I wouldn't be confident in that process," Neal said.
