Should England focus more on its brightest students?

Fewer 11-year-old students in England are exceeding standards, leading some to question whether educators are focusing enough on helping the brightest students learn. The concerns are fueled by data showing more students are scoring at basic levels. However, Schools Minister Nick Gibb points out that about one-third of students entering secondary school are not meeting even basic standards.
