Why some states cannot match teacher-student data

As more districts consider tying teachers' evaluations to student achievement, new research finds that many states do not have the ability to link teacher and student data. A recent analysis by the Data Quality Campaign found 17 states cannot connect teachers with their students, and about half of states do not have the capability to match more than one educator code to individual students -- making it more difficult to link teacher-student data for English-language learners and students in special education.
