Colorado has spent three years preparing to implement a teacher-grading system that will take effect for all schools beginning in the fall. Under the system, teachers will be evaluated and rated, with those receiving low scores facing consequences, such as a loss of tenure. Half of the ratings will be based on student test scores with the rest consisting of evaluations of teacher performance.
