NCLB transfer provision puts D.C. schools in difficult situation

Data show that students at nearly half of Washington, D.C., public schools are eligible under the No Child Left Behind Act to transfer to higher performing schools. However, if all of those students decide to transfer, there will not be enough room to accommodate them all, District officials say.
