Plans to retest concrete in N.Y. buildings stalls

New York City has a backlog of 60 buildings that it must retest to determine the strength of the concrete in the structures. The city last year decided to re-evaluate the buildings after a testing company was suspected of falsifying results or failing to perform the tests. Officials attributed the delay to the number of parties involved and the complex nature of the tests.
