Teacher: New Pennsylvania exams should not drive curriculum

As Pennsylvania looks at implementing new Keystone Exams for graduation, high-school teacher David Morris warns that exit exams can't be allowed to substitute for real learning. The state must fix systemic problems in education, he writes, and new exams may undermine teachers' best efforts to graduate students with the general knowledge, values and skills necessary for success.
