California city enforces mandatory pet licensing

Officials in Long Beach, Calif., on Monday started surveying the area to make sure residents have obtained a license for their pets as part of an effort to keep stray animals out of shelters and off the streets. "The real plan is if we can get a license or a microchip number, perhaps we can return the animal home before we even impound it," an animal control official said.
