Port Authority officials vow to block plan to auction slots

Managers of airports in the New York City area oppose the Bush administration's plan to auction takeoff and landing slots and said they will block the plan. A legal notice issued Monday by the Port Authority of New York and New Jersey stated that it will not accept any flights at its three major airports that are the result of a government auction.
