For the first time since January 2008, the U.S. manufacturing sector likely will expand in September, according to the Institute for Supply Management. The trade group said its index of manufacturing is showing the slowest rate of decline since August 2008. "If we stay on trend ... we would expect to be above 50 next month," said Norbert Ore, who chairs the institute's manufacturing-survey committee. A number of more than 50 on the index indicates growth.
