Nevada City Council passes pet sterilization ordinance

The City Council in Henderson City, Nev., on Tuesday approved an ordinance that requires mandatory sterilization of area cats and dogs older than four months, except when a veterinarian declares an animal medically unfit for the procedure. The measure does not apply to shelters and licensed breeders.
